15 years of the Doha Declaration on TRIPS and Public Health: Health Safeguards as effective tools to protect Health and exercise Sanitary Sovereignty.
Fundación GEP invites to the International Congress on Access to Medicines, Medical Technologies and Human Rights that will take place in Buenos Aires, Argentina. The event will aim to approach from a Human Rights perspective the advances and challenges in the field of technological innovation for Health and will count with the participation of outstanding experts, academics, activists and national and international governmental representatives.
The Congress will take place at the Dazzler Hotel San Martin (San Martín 920, Buenos Aires, Argentina) from November 16 to 18, and will be a space for participation and exchange between different actors – social, scientific and academic organizations and researchers, national and international governmental authorities, social communicators and activists – to analyze and debate issues that are more important than ever for Argentina, the region and the world in the matter of defense of the right to health:
- Why, 15 years after the Doha Declaration on TRIPS and Public Health, do Health Safeguards continue to be effective legal instruments to guarantee access to Health?
- What impact do intellectual property rights have on access to health technologies, particularly in terms of prices and sustainability?
- How does the current patent system, as a model of innovation and development, affect the exercise of human rights? What regional and global initiatives represent different models of Innovation and Development?
- What is the role of local drug production in defining health needs and treatments coverage?
- What are the public health risks associated with the signing of free trade agreements?
Another model is possible: medicines are not commodities but social goods to guarantee the human right to Health.

Fundación Grupo Efecto Positivo (FGEP) is a civil society organization founded in 2006 that works to improve the quality of life of people with HIV / AIDS and Hepatitis C, promoting the improvement of public policies on social inclusion and access to services, treatment and health. FGEP especially directs its goals, strategies and actions to contribute to the elimination of access to medicines’ barriers generated by intellectual property rights and other exclusive rights.
